The Commerce Department reports starts of new home construction rose 4.4% in December to an annualized rate of 1.09 million units, outpacing Wall Street expectations for 1.04 million units. Permits to build new homes, meanwhile, fell 1.9% for the month to an annualized rate of 1.03 million units, coming in under expectations for 1.06 million units.
